So firstly, I realize a while ago there was a Pixiv image going around of Mami, Hase and Scissors together. I’m saying Scissors and not Sudou because he was suited up, and this leads me to think the artist hadn’t actually watched Ryuki and just went with the first rider death as an example. Maybe they did see it, I don’t know and don’t really care.
Yes, Sudou was the first to go and as such the first reality check of hey, we weren’t kidding, the riders will die. Though that really meant very little when it happened to him and we were not supposed to feel sympathetic for a criminal.

So while personally I did like Sudou as a starter antagonist, I don’t think it’s really fair to measure him up to the roles Mami and Hase played in the series just because he was the first. If anything, it’s slightly insulting to their importance.
To me, the only one who suited that category was Tezuka. His death hit multiple people, especially the audience and served as motivation for Shinji long into the show. This was also an example of misjudgment leading to his downfall, like Mami not taking her fight with Charlotte seriously or Hase not considering possible consequences before gulping down that fruit.
